Who we are

An HR professional by background, Lynne has led high-performing teams across the public and private sector, including the Capita Group, Bolton Council, Manchester City Council and the National Crime Agency. Lynne is also a Peer Reviewer within the Local Government Association network. In this capacity she has led independent improvement reviews of corporate services for a number of councils across the UK.

During four years in Bury so far, Lynne has led the development of the 2030 borough vision and community strategy – LET’S do it!, an internal digital transformation programme and comprehensive workforce reform including an inclusion strategy; values and behaviours framework and management development.

Will is Bury Council executive director for health and adult care, and also deputy place based lead for Bury from NHS GM. The focus is on effective operation of the Bury Integrated Care Partnership – focusing on integrated services and pathways, quality services and addressing health inequalities. Will was formally a joint executive director in both the Council and the former NHS Bury Clinical Commissioning Group (CCG) until it was replaced by NHS GM in July 2022.

Will has extensive experience in health and care systems and the reform of wider public services, having worked in a number of districts within Greater Manchester, and prior to this in Leicestershire. He brings experience in integrated commissioning and provision of health and care services, delivering neighbourhood level joined up services, addressing population health and wellbeing improvement and reduced health inequalities.

Will is passionate about supporting residents and communities to be in control of their lives and their care, and what that means for how public services are delivered. He is also enthusiastic about the role sport and physical activity can play in bringing communities together and promoting health and wellbeing.

Dr Cathy Fines is a local GP in the north of Bury and is the senior system clinical lead within Bury’s Place Based Leadership Team. She is also the named GP for safeguarding.

Cathy was the chair of the former NHS Bury CCG until it was replaced by NHS GM in July 2022, and prior to taking up the role of chair, she was a clinical director on the CCG’s Governing Body.

Cathy completed her post graduate medical training at our local hospitals in North Manchester and at Fairfield General Hospital. Before moving to Tower Family Healthcare, a multi-site general practice in Bury with her base in the north of the town, she worked as a GP in the south of the borough.

Cathy has an interest in safeguarding along with women and children’s themes.

Kath is the chief officer of Bury Integrated Delivery Collaborative, the engine room that underpins the work of the Bury Integrated Care Partnership.

She leads the development and implementation of strategy, systems and processes, to ensure the effective delivery of care, through the integrated care arrangements.

Kath has extensive commissioning experience, complemented by a breadth of operational management gained in a variety of provider settings. She is also experienced in the development and implementation of healthcare strategy through systems and people.

She is passionate about living your life with purpose and authenticity and is in equal measures concerned about the sustainability of public services, with the financial and workforce challenges currently facing the health and social care sector.

She aims to embed a culture of resilience for people who work within Bury Integrated Care Partnership, to improve the health and wellbeing of the population of Bury.

Adrian has more than 25 years’ experience working in health and care services for local authorities, the NHS and voluntary organisations. He is currently employed by Bury Council as director of adult social services and community commissioning.

During his career to date, he has worked in a number of localities in Greater Manchester and has extensive experience in leading the design and delivery of integrated health and care services, as well as commissioning children’s and adults health and social care services. He is also proud to be a trustee of a hospice in Greater Manchester.

Adrian is passionate about the benefits integration brings to improving outcomes for individuals and is a champion of strengths based personalised care.

Jeanette joined Bury Council as executive director for children and young people in January 2022. She provides overall leadership to help achieve Bury’s ambitions for children and young people, working in partnership with organisations that provide services for children ensuring they have the opportunity to live happy, safe, successful and independent lives. Jeanette has responsibility for a number of services, including children’s social services, early help support to families, children’s safeguarding, education and skills and children with identified special education needs and disabilities (SEND).

Jeanette previously worked as assistant director of children’s services at Blackpool Council where she was responsible for child protection services, children in care, fostering, adoption support for children in need and youth justice and early help. Jeanette has 25 years’ experience as a social worker and also held senior positions at Blackburn with Darwen Borough Council for a number of years prior to joining Blackpool.

Jeanette believes that we all have an opportunity to make a positive difference providing children with safety and opportunities to achieve the best of their lives. She is aspirational for the children and young people of Bury and wants to see them receive the services they need and deserve to truly fulfil their potential through childhood and beyond.

Catherine works clinically as a nurse clinician in a general practice in Stockport. She also fulfilled the role of director of nursing, quality and improvement at NHS Bury CCG until it was replaced by NHS GM in July 2022.

Catherine qualified as a nurse in 1989, and before joining general practice she worked in a number of specialties including intensive care, specialist renal (kidney) care, transplantation and general medical nursing. Catherine studied for her MSc in 1999 at Liverpool University and became a non-medical prescriber in 2003, using this knowledge and expertise in both her clinical and commissioning manager roles.

Catherine has extensive experience in advising and influencing the planning and delivery of health and care services. During her time at the CCG, she developed the quality and safeguarding teams to ensure that the CCG delivered its constitutional standards for quality and safety, whilst supporting local providers to improve quality and health outcomes for local people.

She is interested in a range of sports and is involved in wider community activities supporting health and wellbeing through sporting activity.

Sam Evans is the executive director of finance at Bury Council. Sam started her career in local government and moved into NHS finance at predecessor organisations, including Heywood Middleton and Rochdale Primary Care Trust where she was assistant director of finance, before becoming the director of finance. In September 2017, Sam took on the responsibility for social care and public health finance under the joint integration arrangements between Heywood, Middleton and Rochdale Clinical Commissioning Group and Rochdale Council. Most recently, Sam held a joint role across both Bury Council and NHS Bury CCG, before the CCG ceased to exist and its responsibilities were taken over by NHS Greater Manchester Integrated Care from July 2022.

Sam brings a wealth of experience including all elements of finance, contracting and audit, procurement and risk management.
